Design Considerations for Private Utilities (Directional Bore)

When designing directional bore routes, here are a few things to be aware of:

Large Bore Projects / Engineering Site Plan Review

Beginning on January 2nd, 2024, Ogden City will require a site plan review for any NEW directional bores greater than 3,000 ft in length.

An application will need to be submitted for a site plan review (see link below for “Engineering Site Plan Review 2023 Application") for any bores exceeding 3,000 ft in length. The fee for a site plan review is $266, and the fee for resubmittals is $266 to be added for every additional resubmittal required. The review team will have 7 business days to review the site plan and submit any comments for required changes. Each additional review for resubmittals will last 7 business days.

The site plan review for Directional Bores will have a maximum length of 20,000 ft. Applications with bores exceeding 20,000 ft will be requested to break up the proposed job into multiple phases.

Stamped Drawings

All designs for Directional Bore layouts submitted by companies that do not currently have a franchise agreement with Ogden City must bear the stamp of a professional engineer that has been signed and dated!  Submitted plans from the above-described companies that do NOT have a signed and dated engineer's stamp on them will be immediately rejected without review.

Site Plan Scale & Design:  

  • Background:  A fairly recent aerial photo should be used as a background.  This should be screened or adjust the brightness of the image so that the utility linework is clear and legible, while still being able to distinguish surrounding structures (such as houses, sidewalks, streets, fire hydrants, etc.)  If an aerial photo is not available, a line drawing drafted to scale may be used. 
  • Scale:  Plans should be drawn at a minimum scale of 1"=50", with a preferred scale of 1"=30' or 1"=40".  Plans do not need to be drawn exactly to scale, but should be at least approximate to these standard scales.   
  • Line Weights:  Existing utilities should be shown with thin lines, while proposed cable, fiber or conduit should be shown in bold lines. All utilities crossed or those located within 5ft of the bore path should be shown on the plan.   
  • Symbology:  Standard symbology should be used to label manholes, vaults, handholes, utility lines, etc.

Location:

Conduit MUST be located in a PUE or MUE.  No horizontal drilling is allowed on private property without easement(s) being granted and recorded prior to work being performed. 

Utility Excavation Zones:

Conduit must maintain the following horizontal distances from  of 5-7ft from city water mains and storm drain pipes and 10ft from city sewer mains that are running parallel to the proposed conduit route in order to maintain a clear excavation zone for maintenance or replacement of city mains.  City water and sewer mains are usually located toward the middle of the roadway, however, in rare cases and on large state roads (ex: Washington Blvd), the mains may run under the sidewalk, park strip or shoulder of the road.  These situations may necessitate a redesign of the proposed conduit route.

Utility Potholing

Absolutely NO potholing in newly reconstructed roads.  Potholing on other moratorium roads is contingent on approval by the City Engineer.  Patches on moratorium roads may be larger than those described below.

  • Standard 6" potholes can be filled with sand, flowable fill and the original core (using Utilibond) in accordance with Ogden City Engineering Standard SS-9 "Sewer Utility Potholing".
  • Single utility potholes (larger than 6") can be patched according to Ogden City Engineering Standard SS-9, using sand, flowable fill and a standard road patch with a 12" overcut.  All edges of the patch must be crack-sealed.
  • Multiple utility potholes on same side of road (larger than 6") can be patched according to Ogden City Engineering Standard SS-9, using sand, flowable fill.  All holes must be covered by a single asphalt patch, which touches the closest curb and has a 12" overcut measured from the three outermost edges. All edges of the patch must be crack-sealed.
  • Multiple utility potholes on both sides of road (larger than 6") can be patched according to Ogden City Engineering Standard SS-9, using sand, flowable fill.  All holes must be covered by a single asphalt patch, which touches both curbs and has a 12" overcut measured from the outermost edges. All edges of the patch must be crack-sealed.
