[ARCHIVED] Ogden City Council approves Harrison Student Housing proposal with amendments


The Ogden City Council has approved a developer’s proposal that allows for the construction of additional off-campus student housing on Harrison Boulevard.The approved proposal consists of three petitions:

1. An amendment to the Southeast Ogden Community Plan to allow consideration of an R-5/CO zoning option on the western half of 3801 Harrison Boulevard and all of 3778 Brinker Avenue, 1176 East 3850 South and 1164 East 3850 South. (Approved, vote: 4-2)

2. The rezone of four properties from R-1-6 and PI to R-5/CO, including 3801 Harrison Boulevard,3778 Brinker Avenue, 1176 East 3850 South and 1164 East 3850 South. (Approved with minor changes to the development agreement and concept plan, vote: 6-0)

3. A zoning ordinance amendment that would define and create standards for Student Housing and allow it as a use in the R-5 and C-2 zones along Harrison Boulevard. The original petition requested the definition apply to properties on Harrison Boulevard between 35th and 4800 South;however, the Council amended the petition to apply only to 3801 Harrison Boulevard. (Approved as amended, vote: 6-0)

The specific project consists of a maximum of 41 units, a maximum height of 44 feet, and a maximum of 118 parking stalls. The project will include significant landscape buffering and fencing adjacent to the homes in the neighborhood and will have its entrance and exit on 3850 South.

“We appreciate all the feedback we have received regarding this project,” Council Chair Marcia White said. “Off-campus student housing is an important component of the university’s future growth, and we plan to work with Weber State and the community to understand the issues and develop a long range university neighborhood plan to accommodate the student housing need.”

A development review process will take place before construction begins. Preliminary evaluations of issues such as traffic, utilities, and site engineering have been conducted, but the development review process will provide a more project-specific review and analysis of these and other similar issues.
