About the Council

The Ogden City Council is composed of seven members. Four Council members represent districts, and three are elected at-large by all Ogden voters. Each Council representative's term of office is four years. Terms are staggered. Four Council members are elected at one time, and three are elected two years later, at the same time as the Mayor. All municipal elections are held in odd numbered years and are considered non-partisan.

Council Responsibilities

The Ogden City Council is the City's legislative body with responsibilities, including establishing laws and policies, adopting the City’s budget, approving City general plans, deciding what services to provide and at what level, determining tax and fee rates, provide advice and consent for appointments of City positions, providing oversight of city functions, conducting financial and management audits, passing resolutions, and responding to the needs of citizens.

Form of Government

The City of Ogden has been governed by a Mayor-Council form of government since 1992. This means there is a full-time Mayor and a part-time City Council. The Mayor has administrative and executive responsibility and the City Council has legislative responsibility.

Redevelopment Agency & Municipal Building Authority

The Council acts also as the Redevelopment Agency Board and the Municipal Building Authority Board. Ogden City created these agencies according to State law to assist the City in development, redevelopment, and financing of projects. In each of their roles, the Council strives for mutual understanding of issues, concerns, and proposals.
